PAPI Placeholders are parsed against the viewer instead of the voter

Describe the bug
PlaceholderAPI placeholders work in configs but are parsed against the viewer rather than the voter

To Reproduce
Steps to reproduce the behavior:

1. Go to Config.yml
2. Change %player% to your nickname placeholder
3. /testvote (username)
4. All players will see their own name in the "voted" message instead of the voter

Expected behavior
Placeholders (for vote messages at least) should be parsed against the voter, not the viewer.
