Adds DOI Numbers and sets initial published / updated dates for en/2025/chapters (#4363)
* adds DOIs for 2025 chapters * set chapter published and modified dates to 2026-01-15 * contributors.html, methodology.html & table_of_contents.html updated * update modified date foren/2025/ index.html
