Update metadata for FBbi.

Since early 2026, the Biological Imaging Methods Ontology (`FBbi`) is
actively maintained again, under the new combined leadership of German
BioImaging e.V. and the EMBL-EBI BioImage Archive.

This commit updates the OBO Foundry metadata accordingly.
