Update PrinciplesReviewWorkflow.md to add missing steps (#2699)

New steps:
- add to principles summary page
- add to dropdown menu

***NOTE*** The updates includes links to files that we might not want to advertise. They are, however, already publicly accessible and even editable (though reviews are requires), so on that basis I chose our own convenience over such a concern.
