add section on OFOC minutes being open to public (#2253)

* add section on OFOC calls / minutes being open to public

I'm adding this as a strawperson draft; please feel free to suggest edits!

* update SOP to mention that as of 2023-01-10, OBO Operations meeting minutes are now viewable by the public

removed history and also removed statement that OBO Ops meetings are open to the public, as it was agreed during today's meeting that this is not the case. Now there's just one added line.
