is it possible to achieve something like this?

import a
from b import c

from e import f

sort to

import a
import d
from b import c 
from e import f

ignoring the sections ordering?

no_sections=True puts the imports in one section, so the usual direct-import-before-from ordering can apply across the original section boundaries:

import isort

source = """import a
from b import c
import d
from e import f
"""

print(isort.code(source, no_sections=True), end="")

Output:

import a
import d
from b import c
from e import f

I tested your exact input with isort 9.0.2 and Python 3.12.14. The output is stable on a second pass. The corresponding project setting is no_sections = true under [tool.isort]; the option reference documents it. This example uses the default direct-import-first ordering, so a separate from_first setting in an existing configuration would need to be considered.
