chore: trigger dev auto-publish (empty commit)

Test that the dev auto-publish workflow now succeeds end-to-end after
relaxing required_status_checks on dev branch protection. The previous
configuration's [skip ci] bot pushes were rejected by GH006 because
required checks could not be reported on the bot's commit. With required
status checks removed from dev, the bot push is accepted.
