uninstall_packaged_incremental was purged even though it was set to "not"

Describe the bug

We deployed some changes in the Packaging Org (1GP), and the task to delete components was applied as purged because I could restore the components.

Reproduction steps

1. Run cci flow run ci_master --org packaging
2. On run task uninstall_packaged_incremental delete the metadata
