Fix WebP animation speed bug

`Milliseconds` is the milli seconds component of the TimeSpan, `TotalMilliseconds` is the entire TimeSpan expressed as milliseconds.

Example, Timespan of 3.5 seconds:
* `Milliseconds`: 500
* `TotalMilliseconds`: 3500
