Add go.mod and bump Go versions (#1)

* Add `go.mod` and bump Go versions
* Reduce the number of parallel tests to avoid hitting API limit
* Reduce the number of parallel tests to 1 to avoid hitting API limit
* Change to only build PRs and merges to master
