GH-55399: [C++][Parquet] Sum binary levels in the histogram fast path
### Rationale for this change The `max_level == 1` fast path of `UpdateLevelHistogram` used to sum the levels with `std::accumulate` over 16-bit chunks, which the compiler turns into one 16-bit add per vector: with only 0 and 1 in the input, the sum is the count of the 1s. Counting `level == 1` with `CountIf16` instead needs a compare and a subtract per vector, which makes that path 1.1-1.4x slower at page sizes: num_levels accumulate CountIf16(==1) 2047 31.6 ns 34.5 ns 1024 12.5 ns 16.1 ns 2048 26.4 ns 32.0 ns Keep the win of both: share the chunking and short-input handling between the two reductions and add `SumLevels16`, which accumulates the levels themselves instead of a predicate over them. ### What changes are included in this PR? - Generalize the `CountIf16` helpers into `Accumulate16` / `Accumulate16Chunked`, which accumulate one `uint16_t` per level computed by a kernel, and express `CountIf16` in terms of them. - Add `SumLevels16` for levels that are known to be 0 or 1, and use it in the `max_level == 1` fast path of `UpdateLevelHistogram`. `SumLevels16` is at least as fast as the previous `std::accumulate` implementation at every size (26.5 vs 26.4 ns at 2048 levels, 12.2 vs 12.5 ns at 1024), and much faster than `std::accumulate` for short inputs, where the `int16_t` accumulator of the old code did not vectorize (0.98 vs 5.24 ns at 16 levels, 2.46 vs 9.02 ns at 31). ### Are these changes tested? Added unit tests for `SumLevels16` covering every prefix length of a short input and the 16-bit chunk boundaries, and benchmarks comparing it against the previous `std::accumulate` implementation. ### Are there any user-facing changes? No.
