Fix a new dead_code warning. (#981)

* Fix a new `dead_code` warning.

* Fix breakage caused by `CLOCK_BOOTTIME` being removed from DragonFly.

rust-lang/libc#3509 removed `CLOCK_BOOTIME` from DragonFly, which broke
rustix.
