Remove deprecated features. (#1154)

Now that 0.38 is on a branch and `main` is accepting incompatiblle
features, remove all features marked with `#[deprecated]`.

And start a CHANGELOG.md for documenting breaking API changes, to help
people update to the eventual 1.0.
