Merge branch 'bc/submitting-patches-in-asciidoc' into maint

The SubmittingPatches document has been converted to produce an
HTML version via AsciiDoc/Asciidoctor.

  Documentation: convert SubmittingPatches to AsciiDoc
  Documentation: enable compat-mode for Asciidoctor
