Should setting a Parameters value raise or warn if it's outside bounds?

This sets a.value to 0 with no warning:

from easyscience.variable import Parameter
a = Parameter(name='a', value=1.0, min=0.0)
a.value = -1.0
print(a.value)  

This sets a to 0.

b = Parameter(name='b', value=-1.0, min=0.0)

This raises an error

I'd argue that it's better to at least warn users if they didn't achieve what they tried to do, or perhaps just raise.

I don't think the minimizers need to be abe to set values beyond the bounds, they should have their own ways to handle the bounds.

I don't believe all minimizers have ways to handle bounds. But we probably should raise warnings, for user-friendliness, we can just disable the warnings during fitting. :)
