instructional visual 게이트의 하네스 타임아웃을 30분으로 맞춘다

상황:
워크플로 스텝 예산을 30분으로 올렸지만 CI experience가 여전히 실패했다. 게이트
하네스(tests/run.py)의 명령 타임아웃 900초와 verifyInstructionalVisualPlaywright.py의
scheme별 subprocess 타임아웃 900초가 한 겹 더 있어, 2코어 러너에서 15분을 넘기는
브라우저 매트릭스를 exit 124로 죽였다. 나머지 8개 job은 이번 런에서 전부 green이었다.

변경:
tests/run.py visual-assets 게이트의 verifyInstructionalVisualPlaywright 명령
timeoutSeconds를 900에서 1800으로, 게이트 내부 scheme subprocess timeout을 900에서
1700으로 올렸다(하네스 한도보다 안쪽).

영향:
느린 러너에서 매트릭스가 완주할 수 있다. 로컬 소요(약 4분)에는 영향 없다. experience
job 분할과 매트릭스 병렬화는 P1 속도 작업으로 남긴다.

검증:
두 파일 ast 파싱 통과. push 후 CI 런으로 완주를 확인한다.
