Allmaps option is not displaying for eligible IIIF maps

Current behavior:

• Maps that have already been georeferenced in Allmaps show a widget taking them to the site or to update the control points
• Maps with IIIF links that have not been added to Allmaps do not show the widget

What should happen:

• any resource with a (working) IIIF link should show an option to open it in Allmaps
