Bump cacheable-request and @lhci/cli (#306)

Removes [cacheable-request](https://github.com/jaredwray/cacheable-request). It's no longer used after updating ancestor dependency [@lhci/cli](https://github.com/GoogleChrome/lighthouse-ci). These dependencies need to be updated together.


Removes `cacheable-request`

Updates `@lhci/cli` from 0.9.0 to 0.10.0
