Update pnpm, rush and add sinon as a dependency

Note that pnpm no longer uses shrinkwrap.yaml.

I'm not entirely happy with this solution because it makes a change
to the rush.ts build script in order to handle peer dependencies
coming from pnpm. Seems to work, though.
