build-configs.yaml: Enable CONFIG_I2C_DESIGNWARE_CORE

A recent patch[1] updated the Synopsys DesignWare I2C adapter drivers
to now depend on I2C_DESIGNWARE_CORE. Add the config to the x86-board
fragment accordingly.
