Fix ICE when negative impl is collected during eager mono

```rust
trait Foo {
    fn foo() {}
}

impl !Foo for () {}
```

This code will currently cause an ICE when mono collection mode is "eager" (with `-C link-dead-code=y` or `-Z print-mono-items=eager`.
