[3.0] Add kernel-drivers-gpu package to NVIDIA GPU driver container build (#11297)

Fix NVIDIA GPU driver container by onboarding kernel-drivers-gpu package into the build flow, who was recently added as a runtime requirement of the CUDA RPM
