kernel: enable CONFIG_LWTUNNEL and CONFIG_SCHED_CORE (#15094)
They have been requested by Databricks because they need CONFIG_LWTUNNEL to enable some networking overlay work they are planning to work on. While, they need CONFIG_SCHED_CORE to mitigate side channel attacks when we run nested virtualization. So, enable them on Azure Linux.
