Project Structured Documentation #2579

Description

@patak-cat

GitHub defines several conventions to specify the way a project works regarding license, contributing, security, Code of Conduct, etc.

We could lift all these as structured data for a Project record so it works across platforms (GitHub, GitLab, Tangled, etc).

In some cases, we could go further. For the Code of Conduct, we could include who to contact with direct structured links to Users or Resources to report. Right now in GitHub this is a plain markdown file.
