Publicly expose OverflowMenuContext

Per a request/comment from @rhamilto in patternfly/react-component-groups#928, the OverflowMenuContext probably makes sense to be something that we include in our public API.

Is this request originating from a Red Hat product team? If so, which ones and is there any sort of deadline for this enhancement?
