feat: integrate Lighthouse audits (ChromeDevTools#831)

This PR adds tool to perform navigation and snapshot audits using
Lighthouse for Accessibility, SEO and Best practices. For performance
audits existing tools can be used.

Closes ChromeDevTools#473
