Generalizes across which layers combinatorics are built via new class
TrackingTopologyandLayerMask. This allows to built track topology with holes. Tested some pp and Pb-Pb data, which gives same output as before (by default this is off). There are two new confKeysmaxHolesIterandholeLayerMaskItersteering on which layers a holes is allowed and how many in total.
