The lower Project Signal layers define certification contracts, reconciliation, and participant execution, but they do not package or deploy the runtime. This top stack layer adds the build, image, manifest, RBAC, WorkflowTemplate, and controller Deployment integration needed to run the proven cross-node MPI orchestration path.
Stack
Scope
deploy/signal/.make signal-manifests.Non-goals
Verification
make signal-manifestsmake project-signal-controller-build project-signal-adapter-buildgo test ./api/signal/... ./cmd/project-signal-controller/... ./cmd/project-signal-adapter/... ./internal/signal/...git diff --checkgo test ./...was run, but cannot pass on this macOS host because existing Linux-specific packages reference unavailableunixAPIs and unrelated host-sensitive symlink tests fail. The Signal-specific packages above pass.Review guide

A 15-second recording shows the specific deployment/config diff, rendered manifest wiring, and successful build behavior. Detailed command logs are intentionally kept separate.
