Wrap calls and equivalent string expressions in 16 core library files and retain behavior regressions for scheduler writes, template exchange, OIDC failure handling, aggregate helpers and MySQL advice. Production changes are formatting only.

This is the lower layer of the native library-formatting stack targeting develop. It carries #8432 on an upstream branch; the original PR stays open with its review history. The upper layer excludes these 16 library files so each change is reviewed once.

Local validation: the combined stack passes 3,145 unit tests with four skips on PHP 8.5.12. PHPStan and the repository formatter pass. The 80% changed-line coverage requirement remains in place; replacement-PR coverage and integration jobs must produce evidence for their own source revisions.
