Summary of Changes

This PR addresses operational script enhancements across contract monitoring, upgrades, and deployment flows:

1. Monitor Health Checks Enhancement (#605):

   • Added contract pause state checks for all contracts (learn-token, credential-nft, progress-tracker).
   • Added pending admin transfer checks across all contracts.
   • Added cross-contract wiring verification to confirm that learn-token and credential-nft point to the correct progress-tracker.
   • Added credential-nft specific metrics (total credentials issued, revocation count query).
   • Added progress-tracker specific metrics (course and enrollment metrics).
   • Updated docs/monitoring-guide.md with the new health check overview.

2. Multi-Sig Upgrade Support (#604):

   • Added --multisig and --co-signer <ADDRESS> flags to scripts/upgrade.sh.
   • Implemented upgrade_multisig path for learn-token while keeping single-admin upgrades for credential-nft and progress-tracker.
   • Documented the multi-sig authorization flow in script comments, --help, and docs/upgrade-guide.md.

3. Deployment Cost Estimation (#602):

   • Added pre-deployment cost estimation calculating upload storage rent and instance deployment fees from actual optimized WASM byte sizes.
   • Added --confirm flag to skip interactive prompts for automated deployments.
   • Added --estimate-only flag to inspect costs without triggering deployments.

4. Rollback & Resume Support for Partial Deployments (#603):

   • Implemented state tracking via .deploy-partial-${NETWORK}.json after each contract deployment step.
   • Added failure handling with clear status reports and rollback guidance.
   • Added --resume flag to pick up partially-deployed setups without redeploying existing contracts.
   • Cleans up partial state upon final JSON generation.
