What

This PR bumps the workspace version to 0.12.0. It also moves the
Unreleased CHANGELOG entries under 0.12.0.

Why

0.12.0 ships #65. #65 removes the public field
AcceptCredentialOfferParams::user_service_template_id. Semver for 0.x
versions treats a breaking change as a minor bump.

After merge

Tag the merge commit v0.12.0 and create the GitHub release. Then
DLC-link/bitsafe-token-lib#6 and cbtc-lib move to the tag.

Tests

cargo test --workspace --exclude canton-proto-rs passes: 215 passed,
39 ignored.

Quick check: release version, lockfile, and changelog are consistent; reported checks pass. No issues found.

Reviewed 137b705. The bump is the workspace version, the lock file and the changelog heading. 0.12.0 carries the breaking field removal from #65, so a minor bump is right for 0.x. Approved. Tag v0.12.0 after merge.
