Support scheduled jobs for databases #5388

What problem will this feature address?

Support ad-hoc cron jobs for database services. A use case could be to refresh materialised views without needing to rely on third-party tools like pg_cron.

Add a "scheduled jobs" tab similar to applications and compose services.

Describe alternatives you've considered

Using pg_cron or some third party scheduler.

Using scheduled jobs at the server level.
