What is this PR about?

Update the phpMyAdmin template to the official image, and to the current release.

The phpMyAdmin project is deprecating phpmyadmin/phpmyadmin in favour of the official phpmyadmin image, and the legacy repository no longer receives the PHP base image rebuilds that carry the current CVE fixes.

Two commits in blueprints/phpmyadmin/docker-compose.yml:

  1. phpmyadmin/phpmyadmin:5.2.1 → phpmyadmin:5.2.1 — the repository move, tag untouched.
  2. phpmyadmin:5.2.1 → phpmyadmin:5.2.3 — the template pins a concrete version, so it is pinned to the current one rather than left a release behind.

Checklist

Left unticked deliberately: this only changes the image reference, so there is no new behaviour to unit test.
