- Line 58: Update the branch deletion step in the stale-branches workflow to
perform an atomic ref deletion that requires the ref’s current SHA to equal the
previously validated oid, using GitHub’s updateRefs mutation with beforeOid.
Preserve the existing behavior of skipping deletion when the branch has advanced
since it was listed.
- Around line 43-44: Update the open pull request collection in the workflow
around gh pr list so it retrieves all open pull requests rather than stopping at
1,000 results, preserving every headRefName for the deletion safeguard.

[Medium impact] The workflow can remove old branch references across this repository. Fix the branch snapshot race before merging; cleanup can delete a branch that someone just updated.

Newly pushed work gets deleted
If someone pushes after branches.txt is written but before their branch reaches the delete, the saved SHA still passes this check. The DELETE then removes the updated branch, including its newly pushed work. The sequential delete loop makes this window grow with each candidate.
Recheck the branch SHA and open PRs immediately before each deletion, and skip branches that changed.

Open PR branches lose protection
If the repository has more than 1,000 open PRs, this query silently leaves some out. An omitted open PR can share an unchanged branch with an older closed PR. Both remaining checks then allow cleanup to delete a branch that the open PR still uses.
Fetch every open PR, check each candidate separately, or stop cleanup when the list reaches the limit.

Negative age broadens deletion
The days input accepts negative values. With days=-30, this expression moves the cutoff 30 days into the future, making every past closure old enough for deletion. A mistyped negative age during a real manual run can therefore delete recently closed PR branches.
Reject values outside a documented nonnegative range before building stale.txt. Pass the value as data rather than inserting it into the jq program.

- Line 73: Update the branch-deletion flow around the delete_ref GraphQL
mutation to recheck whether the candidate branch is currently used by any open
pull request immediately before deletion. Skip the mutation and retain the
branch when an open pull request is found, while preserving the existing
beforeOid SHA validation for candidates without open pull requests.
