Pins Roadie to v0.83.0 (from 0.82.1). The new release adds Extra-Chill/roadie#365: agents can fork their own session, including into another channel, with
roadie session fork [--channel] [--prompt](closes Extra-Chill/roadie#364). Pi stays at 1.4.0.Verification (local, pin = 0.83.0)
