Adds repository ownership metadata via a CODEOWNERS file so GitHub can automatically request reviews from the designated owner.
Changes:
- Introduces a root-level
CODEOWNERSfile. - Sets a global rule assigning ownership of all paths (
*) to@QwarksDev.
