We will stay with the old boundary so this update will make the parking lot update from #367 without the boundary update. No stats change with this update. --------- Co-authored-by: Claude Opus 5.5 <noreply@anthropic.com>

Will confirm we want the boundary update with Tony before proceeding.
This adds an updated zoning boundary and the parking within the new boundary area.
I also noticed the new formatting (Biome) doesn't touch geojson so I formatted the boundary file with the old formatter (Prettier) to not make the diff huge. This will pop up again each time we update boundaries.
