Upgrade the canonical CI declaration to verified stable orb 0.7.17. The orb owns the shared Java setup fix and pipeline behavior. Existing publication policy and application files are unchanged.
Validation: central batch canonical validation and diff checks pass. The actual signed CI-only commit renders normal Maven verification on the target branch without application publication. Require hosted checks before normal merge and verify the merged branch afterward.
