📜 Executive Summary

SCSS (Sovereign Constitutional Security Suite) is the world’s first AI Constitutional Operating System (AI-COS), enforcing constitutional ethical constraints at the infrastructure level, independent of any AI model or training method.

SOVEREIGN CORE — ~11,000 lines Rust, fully safe (no unsafe).
SCSS enforces constitutional laws between model and execution, making ethical constraints structurally unavoidable, similar to how an OS kernel controls hardware access.

🏛️ Core Architecture

Traditional AI Stack SCSS AI-COS Stack
Application Application
AI Model AI Model(s) — any model
Infrastructure ┌──── SCSS Constitutional Kernel ──────┐
│ L1 Human Dignity Firewall (HDPL) │
│ L2 Temporal Risk Simulator │
│ L3 Ethical Memory Ledger (EMS) │

OS / Hardware Hardware / Cloud

AI-COS Definition: K = (L1, L2, L3, L4, L5, P, M)

L1…L5 are kernel layers, P = HDPL constitutional policies, M = immutable encrypted ledger.
Execution allowed iff K.evaluate(a) ≠ DENY.

🔒 Five-Layer Constitutional Kernel

  • LAYER 5 — Anti-Capture Architecture (ACA): 6 formally defined capture signals · escalation to lockdown
  • LAYER 4 — Governance Engine: 3/5 multi-signature · 5-stage amendment pipeline · Ed25519
  • LAYER 3 — Ethical Memory System (EMS): Append-only · hash-chained · no DELETE at any privilege level
  • LAYER 2 — Temporal Risk Simulator: T+10d · T+1y · T+10y impact projection · confidence intervals
  • LAYER 1 — Human Dignity Firewall (HDPL): INV-001…INV-005 · non-bypassable · no override API exists

📝 HDPL (Human Dignity Policy Language)

EBNF Syntax:

Rule ::= Effect '(' Target ')' WhenClause? ThenClause?
Effect     ::= 'deny' | 'permit' | 'hold' | 'escalate'
WhenClause ::= 'when' BoolExpr
BoolExpr ::= Predicate | BoolExpr 'and' BoolExpr | 'not' BoolExpr

Example Policy:

policy HUMAN_DIGNITY_BASELINE {
  deny(output) when dignity_violation_score > 0.80 then log(IMMUTABLE_LEDGER)
  deny(output) when persuasion_level > 0.85 and manipulation_vector then alert(ETHICS_BOARD)
}

⚙️ Core Evaluation Algorithms

Formulas:

dignity_violation_score = 0.35*dehumanization + 0.25*objectification + 0.25*degradation + 0.15*rights_erosion

ERI = 0.45*dignity_violation_score + 0.25*persuasion_level*vulnerability_score
      + 0.20*max(-projected_impact(10y),0) + 0.10*context_modifier

Decision Table:

Score Decision
0.00–0.30 ALLOW
0.31–0.55 ALLOW + monitor
0.56–0.70 MODIFY / HOLD
0.71–0.85 DENY
0.86–1.00 DENY + ESCALATE

🛡️ Formal Threat Model

  • 7-class adversary model (Institutional, Insider, Regulatory, Economic, Coordinated, Drift, Technical).
  • Capture signals (S₁…S₆) monitor override attempts or manipulations.
  • Multi-signature governance (3/5) prevents unilateral control.

🌐 SCSS Reference Network v0.1

Operational network with three independent providers, a consensus engine, and a gateway:

Client → SCSS Gateway (:8080) → Consensus Engine → 3 Providers → EMS

🧩 Python Dependencies

Tested on Python 3.10+ | Works on Linux, macOS, Windows, Termux/Android.

TERMUX/ANDROID NOTE: Avoid pydantic>=2.9 — requires Rust/maturin to build.
This file pins safe versions that install without Rust.

Install dependencies:

pip install -r requirements.txt

requirements.txt

flask==3.0.3
requests==2.32.3
Werkzeug==3.0.3

# Optional — only if using FastAPI variant
# fastapi==0.111.0
# uvicorn==0.30.1
# httpx==0.27.0
# pydantic==2.7.4 # <2.9 to avoid Rust build on Termux

The SCSS (Sovereign Constitutional Security Suite), SOVEREIGN CORE, HDPL, and all associated reference networks are provided "AS IS", without warranty of any kind, express or implied. In no event shall the author (Ibrahim Ghonem), contributors, or copyright holders be liable for any claim, damages, or other liability arising from, out of, or in connection with the software.

SCSS provides infrastructure for governance and security evaluation; it DOES NOT guarantee absolute prevention of AI manipulation, unethical outputs, or legal compliance (e.g., EU AI Act or GDPR). Organizations deploying SCSS are solely responsible for their own regulatory compliance and normative threshold calibration (Governance Profiles).

🔚 Closing Statement

  • HDPL makes ethics formally verifiable.
  • SOVEREIGN CORE makes it structurally unavoidable.
  • ACA ensures capture-resistance.
  • The SCSS Reference Network operationalizes these guarantees in practice.
