Implements issues #1029, #1030, #1031, and #1032.

• Adds canonical Rust client protocol types, validated builders, decoding, and simulation hooks.
• Adds TypeScript bigint builders and exact decimal-to-lot/tick conversion.
• Adds receipt, error, and event decoding for both clients.
• Adds Rust and TypeScript integration examples and focused positive/negative tests.

Verification: npm test; cargo test -p clob-client; cargo fmt --all -- --check.
