Description

Surfaces the local-agent integration in the Tangle web app.

• LocalEnvIndicator on the Tangent project header shows connected local environments (via list_environments) with cursor:// / vscode:// connect links and setup steps.
• VS Code Extension settings section (VsCodeExtensionSettings) with a one-command installer, a PowerShell variant, and a manual .vsix download driven by /extension/latest.json.
• Supporting hooks/services: useProjectLocalEnv, listTangentEnvironments, vscodeConnect (connect-URL builders), plus session-tag handling (sessionTags, useBackfillSessionTags) and TangentProjectStore wiring.
• New Settings route entry and appRoutes/router registration.

Test Instructions

1. With PR feat: vs code extension for local agents support #2911's extension installed and connected, open a Tangent project page.
2. Confirm LocalEnvIndicator shows the connected local environment(s) and that the connect links open the editor with the URL pre-filled.
3. Open Settings → VS Code Extension and verify the install command, PowerShell command, and .vsix download reflect the served latest.json.

Additional Comments

Depends on #2911 (served /extension/* endpoints and the extension itself).
