feat(worker): the status record is bound, and the plan words the no-risk claim for restored data - #101
The status record is bound. The Workers KV namespace for the status record now exists (created by the maintainer through the Cloudflare API), and wrangler.jsonc binds it as STATUS. After the first scheduled run, /status.json serves the last stored check of the six sitemap pages, and /status shows it. Nothing else changes: alert mail stays off, because ALERT_TO is still unset. The namespace id is public; it grants no access by itself. docs/DEPLOY.md, THREAT_MODEL.md, governance/inventory.md and governance/logging.md now say the record is bound, and the preview notes name the new binding. One CHANGELOG bullet.
Four wording lines in the incident-response plan, from the review of the ransomware rows:
a snapshot that depends on its source data is not a separate copy for the copy rule, with the SP 800-209 passage quoted;
for data an attacker encrypted and Kolwen restored, the claim is "no risk" (PDPC notice B.E. 2565 ข้อ 5(3)), not the encryption example; whether a working backup supports it (ข้อ 12(5)) is marked as a question for counsel;
the backup inventory lists key identifiers, versions and where each key is held.
…last stored check
wrangler.jsonc binds the STATUS KV namespace, which the maintainer created through the Cloudflare
API; its id is public (useless without an account token). The scheduled run now writes the
record, and /status.json serves the stored result after the first scheduled run. ALERT_TO is still
unset, so no alert is sent.
The docs that said the binding was absent are brought to the bound state: docs/DEPLOY.md (the
namespace is created and bound; the create command is gone), THREAT_MODEL.md (the record is in a
bound namespace and holds no visitor data), governance/inventory.md and governance/logging.md.
Co-Authored-By: Claude Haiku 5.5 <noreply@anthropic.com>
…oes not grant
The namespace id is public and grants nothing by itself: reading or writing the namespace
needs an API token for the account. The preview notes name the STATUS binding and say that
a preview's write is overwritten by production's next run, after that run has read it.
The changelog records the binding; alert mail stays switched off.

**The clock.** The 72 hours run from the moment there are grounds to believe a breach really occurred, not from the first alert (ข้อ 5(3); PDPA s 37(4); GDPR Art 33(1); EDPB para 31). The maintainer writes that moment down in the register at once. A provider's notice is treated as the moment Kolwen is told; whether the Thai notice treats Kolwen as aware at that moment, or only after Kolwen's own check, is [to be confirmed with counsel before this plan is final]. Until counsel answers, the plan runs the shorter reading: the clock starts when the provider's notice is read.
**Encrypted or wiped data.** Data that is encrypted, or wiped, is an availability breach where it is not in a ready-to-use state as normal (PDPC notice B.E. 2565, ข้อ 4(3)), even when a backup restores it. Whether it must be notified is a separate question, decided on the risk (ข้อ 5(3); PDPA s 37(4)). Where Kolwen will claim that no notice to the Office is needed, the exemption file (A8(vi)) is written at once, with its proof: the exfiltration check and the restore log. With no usable backup, the Office's own example treats the breach as notifiable on clock 1 (Playbook 4, step 4); with exfiltration it is a second breach (Playbook 8, step 5), and its notice is decided on the risk like any other. This reading is preliminary and for counsel [to be confirmed with counsel before this plan is final].

Whether a working backup, a fast restore and no exfiltration support that claim through the effectiveness of the measures taken (ข้อ 12(5)) is a question for counsel [to be confirmed with counsel before this plan is final]. Include the A4/ข้อ 12 assessment in the exemption file.
A4 requires risk-based triage and lists the ข้อ 12 factors. However, A8(vi) identifies only the exfiltration check and restore log as proof for attacker-encrypted data restored from a copy. It does not require the completed A4/ข้อ 12 assessment or evidence that the restored data is clean and usable.
Add those records to the exemption file. Keep the interpretation marked preliminary and for counsel, because A3 expressly leaves the effect of a backup, fast restore, and no exfiltration under ข้อ 12(5) for counsel to confirm.

Disposition, from the maintainers, on the two points in this thread. (1) The A4 assessment and a check of the restored data in the exemption file: DEFERRED to the next unit on this plan. Right that the file should carry them; adding them adds a requirement, so it goes through our own review first, with the administrator-authentication line from the earlier pull request. The clean-data check already sits in Playbook 8 step 6 and in A10. (2) A space between the clause number and the subclause: REJECTED. This English document cites Thai clauses the way it cites the PDPA, s 37(4), and writes every clause reference as ข้อ 5(3), all ten of them; spacing three would make the citations disagree with each other. The Thai spacing rule applies to Thai prose, which this paragraph is not.
Exemption-file evidence: deferred. Playbook 8 step 6 and A10 already require integrity and compromise checks. The remaining point concerns including the assessment and check evidence in the exemption file, not adding the checks themselves. I accept your decision to review that requirement in the next plan update. This point remains deferred, not fixed.
Citation spacing: withdrawn. I applied the Thai-prose spacing rule too broadly. This English document consistently uses citations such as ข้อ 5(3) and s 37(4). No spacing change is needed.
Would you like me to open a GitHub issue for the deferred exemption-file change?

Static pages, served by a Cloudflare Worker. **The Worker runs one small script of ours** (`worker/index.mjs`). It hands every request for a path with no static file to the pages, so a missing page gets the 404 page, except that it answers `/status.json` and `/subscribe` itself, and every 15 minutes it requests six of our own pages to check that they answer. It does not log, keep or store a visitor's request, and there is no database and no storage of visitor data on our side. The status record, once its store is bound (it is not yet), holds only the time, each page check's result, and which result the owner was last told of. A subscriber store is built and switched off: while it is switched off, no address can be stored, and no mail goes to a subscriber in this build. Once an alert address is set, the Worker tries to mail the owner when the result of its checks changes: from all passing to a failure, with each failed check's path, HTTP status or error (a timeout or a network error), timing and content-type result, the number of failed checks and the UTC time; and from failing back to all passing, with a recovery note. Once the status record is bound and can be read, a failure that goes on is not mailed again once the owner has been told, and a send that fails is tried again by the next run that still finds the failure (until then, and whenever the record cannot be read, every failing check run is mailed), and no visitor data is in either mail (a send that fails is logged by its error class only). Until an address is set, nothing is sent.

Qualify the no-repeat alert claim when state persistence fails.
If env.EMAIL.send() succeeds but env.STATUS.put() fails, the new notified value is not stored. The next run can read the previous notified: "ok" state, treat the same failure as new, and send another alert. The sentence overstates the guarantee for a bound but stale record.
State that no-repeat behavior requires the successful notification state to be saved. As per path instructions, keep the wording fix in PRIVACY.md and re-render web/privacy.html.

Review comment at @PRIVACY.md at line 30:
Update the no-repeat alert wording in PRIVACY.md to guarantee suppression only
when the successful notification state is saved; clarify that a failed
STATUS.put can allow the same alert to be sent again after EMAIL.send succeeds.
Re-render web/privacy.html to reflect the wording change.

Disposition, from the maintainers: DEFERRED, thread left open as the record. Right: if EMAIL.send succeeds and STATUS.put then fails, the record still holds the earlier notified value and the next failing run can mail the same failure again, so "not mailed again once the owner has been told" overstates it. The sentence describes the alert path, which is off: it starts "Once an alert address is set", and no address is set. Switching the alert path on is its own step on the launch list, and that step re-reads every alert claim in this file against the code first; this wording is fixed there, before any mail can go out.

@HetCreep Understood. The finding remains valid but deferred. This thread stays open as the record. Your stated launch step includes correcting and checking the alert claims against the code before enabling alerts.

Two small changes, one review.
The status record is bound. The Workers KV namespace for the status record now exists (created by the maintainer through the Cloudflare API), and
wrangler.jsoncbinds it asSTATUS. After the first scheduled run,/status.jsonserves the last stored check of the six sitemap pages, and/statusshows it. Nothing else changes: alert mail stays off, becauseALERT_TOis still unset. The namespace id is public; it grants no access by itself.docs/DEPLOY.md,THREAT_MODEL.md,governance/inventory.mdandgovernance/logging.mdnow say the record is bound, and the preview notes name the new binding. One CHANGELOG bullet.Four wording lines in the incident-response plan, from the review of the ransomware rows:
The plan stays preliminary.
