Update the wasip3 tests to import the WASI 0.3.2 interfaces. The WITs are unchanged from 0.3.0 apart from version numbers and documentation.

Update the wasip3 tests to the WASI 0.3.2 release.
The 0.3.2 WITs only differ from 0.3.0 in their version numbers (plus one doc comment), so this updates the vendored WITs and
wkg.lock, the@0.3.0references in the test sources, and thewasi:cli/runexport name used by the jco runner.Runtimes that match imports on semver-compatible versions can run these without vendoring 0.3.2 first:
./buck2 test //tests/rust/wasm32-wasip3:passes with the pinned Wasmtime and jco.
