Record completion of the 48-task SoC/IP refactor and its exact software evidence, correct historical/current validation wording, and document finite qualification budgets, canonical SDK output paths and Git environment prerequisites. Synchronize the English and Chinese catalogs. Firmware and build behavior are unchanged.
