Context

isPaused (Task.ts:345) is declared and read at Task.ts:4086. No code in src sets it to true. The read is always false.

Developer Notes

• Confirm no assignment sets Task.isPaused to true in src.
• Remove the field and the always-false read at Task.ts:4086. Simplify the branch.
• Remove the stale isPaused references in newTaskTool.spec.ts:94, 138, 596 and new-task-delegation.spec.ts:35.

Exit criteria: the field is gone, tests pass.

Reversibility: small deletion.
