Make the existing regression-check CLI available as stable 1.0.0 wheel and source distributions. Document the v1 options, exit codes, report schema 2, upgrade and recovery behavior; retain the current regression engine and MIT license.

Build and inspect both actual packages, then install each outside the checkout and exercise positive, negative, inconclusive, timeout, evidence-preservation and recovery cases. Keep the four Windows/Linux and Python 3.11/3.12 CI lanes. A main-only publisher verifies the exact checked commit, tag and five asset digests before publishing the release.

Validated locally on Windows/Python 3.12.14: 22 product tests without skips, package checks, and nine installed consumer cases for each distribution (18 total). Publisher syntax and workflow YAML also passed. Historical alpha and upstream trials remain dated in VERIFICATION.md.
