Potential Cleanup for stateful transactions #3439

Is your feature request related to a problem or challenge?

When designing/implementing stateful transactions, there may be places that are somewhat overengineering. We will need to revisit some interface changes at a later point:

• Do we actually need clone_with_new_state?: feat(transaction): Introduce stateful TransactionAction trait #3265 (comment)
• Need to make sure cleanup is implemented: feat(transaction): Add simple snapshot producer, and wire fast append #3474 (comment)
• Need to address Roll added manifests at target size and write them in parallel #3499 and Group added data files by partition spec in SimpleSnapshotProducer #3500 if they haven't been addressed
