Correct 15 links: mismatched permalink anchors, missing # and https://, wrong page names and anchor typos.

It is great to fix links but you should really be adding a check or test to stop regressions. Checkout some of the other ASF Projects some use lychee or markdown-link-check https://github.com/lycheeverse/lychee https://github.com/tcort/markdown-link-check There are some ASF approved actions but it would be best to add a pre-commit config as I mentioned in #312 to enable local testing |

Fixes 15 broken internal links found with a link checker: permalink anchors that did not match their heading ids, links missing # or https://, two wrong page names and two anchor typos. Five more need a decision on the right target and are not changed here: openpgp #ContinueAfterGeneration and #foaf, release-signing #basics and #faq, and services #public_html.
