Adds ActorStartOptions/TaskStartOptions.WaitForResources (retry a resource-limited start, matching apify-client-js#1091). Fixes ListIterator to stop paging on an empty page / the caller's Limit instead of the first page's Total, so a growing collection is no longer cut short (apify-client-js#1125), and special-cases the unpaginated Actor version collection accordingly. Fixes WaitForFinish to give up with a 404 error after 3s of a run/build answering 404 instead of polling for the full wait budget (apify-client-js#1124).
Removes the dead ListIterator.startOffset field (its only reader was the removed Total-based cap). Resets waitForFinish's "present" state on every 404, not just the first, so a run/build that was seen once and then answers 404 until a sub-3s wait budget elapses reports not-found instead of a stale last-known state, matching the reference client's job-reset-per-404 behavior.
