/guides lists every guide under the library that publishes it, and the header links there. In the sidebar the overview comes first, then a folder per library with guides: JavaScript today, any other library as soon as it declares site.usage.guides. …ides `order` (default 0) sorts the guides of a library, then the file name: the JavaScript migration guide uses order: 1 to come after the others. Documented in the usage files page.
